我自己回答这个问题，这个7000核不支持nand作为一级启动：

在ug585-Zynq-7000-TRM.pdf 中的Chapter 13 SD/SDIO Controller 13.1 Introduction有如下描述：
The SD/SDIO controller also supports MMC3.31 standard. eMMC flash memories are not primary boot devices for Zynq-7000 family, but can be used as secondary boot devices. For details, refer to UG821, Zynq-7000 Software Developers Guide.
